The Joker, incensed, challenges Batman by mail to a duel of wits, as he commits crimes based on the ancient elements. He sends as a clue to his first crime a bottle of air. Under analysis, it proves to have traces of burned kerosene, leading Batman to believe the Joker intends to rob a plane of its airmail. This proves to be the case, as the Joker scoops up mail at the airport with a giant vacuum cleaner, then reverses the suction to blow the approaching Batman and Robin into the air. They cling to the lines from a passing blimp and are safe, but the Joker makes a clean getaway. Subsequently, the Joker capitalizes on an earthquake to loot an amusement park and later traps Batman and Robin in a ring of fire shot from the mouth of a huge Joker-faced sky-sled. He taunts them with the information that he is to steal the Linden Necklace next, worn by Jenny Linden in her musical comedy-performance of The Arabian Nights. The performance takes place on a floating stage, suiting the Joker's crime-pattern. With an acrobatic stunt, Robin is able to flip over the fire-ring and drive the Batmobile through to convey Batman out of harms way. Then they arrive on the floating stage in time to thwart the jewel robbery and to trap the Joker in a huge genie-bottle prop. Batman remarks that the Joker forgot a fifth element--the element of surprise.

When the owner of a traveling circus, named Mr. Haly, is confronted by thugs, they ask Mr. Haly to pay a "fine." He refuses to pay. His bestselling attraction, Flying Graysons, are killed "accidentally" while performing that night. The Graysons' young son, Dick, overhears an incriminating conversation between Blade, the killer, and his employer Boss Zucco. Dick plans to call the police. But Batman, who has attended at the show as the millionaire playboy Bruce Wayne, takes in Dick Grayson, instead of immediately pursuing the thugs. Batman trains Dick Grayson, already an excellent acrobat, how to become a crime-fighter. When a period of training is over, Dick is given a red, green, and yellow costume and adopts the identity of Robin, the Boy Wonder. Dick debuts as Batman's sidekick, and the dynamic duo hunt down the extortion gang, and their leader, Boss Zucco. Zucco's new plan is to demolish a skyscraper construction site (the Canin Building), but Robin and Batman defeat the gang in a dangerous battle on the high girders, during which Robin uses a sling to knock one thug off a steel beam and kicks a second gunman off another girder. Zucco is photographed by Robin in the act of pushing Blade to his death; this evidence is given to the police, leading to Zucco's conviction for murder. In the end, Robin swears to be Batman's partner forever.

Batman is the superhero protector of Gotham City, a man dressed like a bat who fights against evil and strikes terror into the hearts of criminals everywhere. In his secret identity he is Bruce Wayne, billionaire industrialist and notorious playboy. Although he has no superhuman powers, he is one of the world's smartest men and greatest fighters. His physical prowess and technical ingenuity make him an incredibly dangerous opponent. He is also a founding member of the Justice League and the Outsiders.

Batman's presence in Gotham City generated a new breed of criminals, no longer the simple thugs and gangsters involved in Gotham Organized Crime, but more dynamic personalities. The first person inspired by him was Catwoman, a dangerous seductress using his style and methods towards her own ends. His next challenge was Dr. Hugo Strange, a mad scientist who had created Monster Men to do his bidding. He met his greatest nemesis when the Joker first appeared, a brilliant serial killer dressing like a clown and murdering people uncontrollably. He had been exposed to chemicals in an accident that drove him completely insane, and he swore revenge on Gotham for creating him.

One night a party at Wayne Manor is interrupted with the arrival of a statue of Batman with a note stating that Batman will perish in 24 hours. However when they unmask the statue, it is the face of a man nobody attending the party has ever seen before. Turning back the clock we learn that the face in question is that of Herbert Small, a mailman who idolizes Batman, and is stricken with a malady that has made his hearing super sensitive.

One day when doing his regular deliveries, he overhears a plot by a number of crooks who plan on getting revenge against Batman. He notes the faces of those who leave, and after Batman narrowly beats a group of would-be murderers, Herbert decides to get involved. Since his days are numbered, Herbert disguises himself as one of the crooks and reports back to their boss telling him that he's "seen" Batman's secret identity and tells him that it's Herbert Small.

Flashing to the present, Herbert is the one who leaves the statue of Batman with the note, hoping that one of the high profile people at Wayne's party would be able to get word back to Batman who would be able to figure out the clue that he's left in terms of the face on the statue being Smalls. After the party, Bruce Wayne does figure it out when Alfred brings him the mail, and so as Batman springs in and saves Small's life. However, even though Batman breaks up all the crooks he fails to save Small's life who jumped in the path of a bullet meant for Batman. Before passing away, Batman fullfills Herbert's last wish: To see the true face of Batman. Satisfied (and implying that he knew who Batman was) Herbert dies a hero.

Commissioner Gordon summons Batman to help him solve a problem involving four slaughterhouses each losing a herd of cattle. The Commissioner got an anonymous tip about a fifth attempt to occur that night involving a cattle boat. Batman spots the normally unused Refugee Island Ferry in transit and presumes it to be part of the smuggling. Batman boards the boat and is confronted by Tad Wolfe who is about to shoot Batman when his gun misfires. Batman catches him, bringing him to a police station where Tad's brother, Zach, refuses to post bail. That night Batman dreams of an encounter with a New Mexico medicine chief he met during his training to become Batman. The dream ends with a clicking noise and the imagery forming a gun. Batman poses as 'Slicker' and gathers information about Zachary Wolfe . He redresses as Batman and confronts Zachary in his warehouse. Zachary orders all his truck drivers to immediately stop and empty their trucks which allows all the stolen cattle to run free. Batman and the police help corral the cattle. Batman realizes the dream was his subconscious pointing out to him that Tad Wolfe had purposefully misfired by placing his wedding band in front of the gun's hammer. Batman deduces Tad was the anonymous informant.
